Unable to create new users in my organization

I am attempting to add new users to my organization but I keep getting an error that says “You can’t create an account with this email domain in this way. Use SSO type of registration.”

I’m not quite sure what happened because yesterday we were able to add users just fine. Any help on this would be greatly appreciated.
I’ve also added an image to show what exactly I am seeing on my end.

The reason for this is that this setting is enabled in Org Settings - Customization

You can disable this setting and create the user or have the users create their own accounts (which is recommended).
